From Offensive to Defensive: How Shalev Hulio and Sebastian Kurz Are Keeping Nations and Networks Safe with Dream

Co-founders combine cybersecurity and government expertise to solve the fundamental problems of incomplete visibility and too many alerts.
Cyber threats today are more advanced than ever, evolving in ways that challenge even the most sophisticated security teams. Governments and critical infrastructure operators are facing an escalating risk environment—one where cyberattacks are not just a possibility but an inevitability.
Shalev Hulio has spent the past two decades at the center of this world. As co-founder and CEO of NSO Group, he helped develop Pegasus, a tool that enabled governments to track and disrupt criminal and terrorist activity. His expertise in cyber operations, particularly on the offensive side, has made him one of the most respected figures in the field. With Dream, Shalev is applying that expertise in a new way – helping governments and enterprises defend themselves.
Shalev founded Dream together with co-founders Sebastian Kurz, President at Dream and former Chancellor of Austria with 10 years of government experience, and Gil Dolev, a cyber intelligence expert with experience at Microsoft and Israel’s top defense units. Their mission: Give governments and critical infrastructure operators the tools they need to see, understand and protect their entire cybersecurity landscape in real-time.
“When founding Dream, I knew that having the technological experience NSO had, together with the best talent in the cyber and AI industry, we can harness them to the mission of protecting nations against the most sophisticated cyber threats,” said Shalev. “We knew that if we were successful in that mission we could create one of the largest and most influential cybersecurity companies in the world.”
Bridging the Gaps in National Cyber Defense
Governments and major institutions are often working with fragmented security architectures – a mix of legacy systems, cloud environments and independent security tools that weren’t designed to work together. This fragmentation leaves blind spots, making it difficult to understand risk holistically or respond to threats efficiently.
Sebastian saw this firsthand during his time in office. When Austria faced an orchestrated cyberattack during his reelection campaign, he was struck by how difficult it was to get a complete, real-time picture of the threat landscape across agencies. That experience highlighted a key gap: Most cybersecurity solutions were built with enterprises in mind, not governments or critical infrastructure providers.
Dream is changing that with Shalev, Sebastian and Gil at the helm.
“Cyber attacks are increasingly becoming a threat to nations and their critical infrastructure,” said Sebastian. “During my time as prime minister, I realized that many countries and their administrations are not sufficiently prepared for these threats. By founding Dream, we wanted to contribute to securing their critical infrastructure.“

AI-Powered, Intelligence-Driven Cyber Defense
Dream's approach is built around AI-driven visibility and risk mapping, helping governments and large organizations move from reactive security to proactive defense.
With one file upload, agencies and enterprises can now see their entire cybersecurity infrastructure – every asset, vulnerability and potential attack path across networks that were previously siloed. What once required months of manual effort across multiple teams now happens in minutes.
But Dream goes further than just identifying vulnerabilities. Its AI models are designed to diagnose and identify likely attack paths – how different risks connect and how an adversary would move through a system. This allows security teams to prioritize real threats, not just theoretical ones.
The result: Instead of being flooded with thousands of alerts, security teams can focus on the few critical vulnerabilities that actually pose a risk.
One security official put it simply, saying, “Dream allowed us to see risks we had never been able to map before – and gave us a clear path to fixing them.”
A Strong Start, and Just the Beginning
Since launching commercially six months ago, Dream has signed over $130 million in contracts – a testament to both the urgency of the problem and the strength of its solution.
Cybersecurity is one of the most pressing issues of our time. The attack surface area will continue to expand in perpetuity. Fortunately, Dream is delivering the kind of clarity, intelligence and actionability that security teams urgently need to neutralize today’s threats and anticipate tomorrow’s.
With Shalev Hulio’s deep expertise in cyber operations, Sebastian Kurz’s firsthand understanding of government security needs and Gil Dolev’s technical leadership, Dream is uniquely positioned to help governments and enterprises navigate the rapidly evolving threat landscape.
We look forward to supporting them as they keep countries and other critical infrastructure safe from enemies.
